Access to Capital: Lender Matchmaking 6.8.2010

Congressman Elijah E. Cummings will be hosting Access to Capital, a Lender Matchmaking event, at Howard Community College from 8:30am-12:30pm on Tuesday, June 8th to link small business owners with banks and resource agencies that can provide them with guidance. 

This event will allow lenders to discuss with entrepreneurs and current small business owners their lending criteria and the types of loans they provide.  It will also give business owners access to resources that will collectively be available on site at the event to assist individuals who are interested in

The Department is conducting a web conference on ARRA data quality and recordkeeping, “Avoiding Reporting Pitfalls,” on June 7 at 2:00 p.m. ET.  This presentation will help grantees improve the quality of their data collection and analysis, to meet the reporting requirements of their federal grants, as well as the requirements for retaining records related to grant activities and expenditures.  The presentation will also share information on common data quality pitfalls identified during reviews of Section 1512 reports.  FOR MORE INFORMATION, PLEASE GO TO http://www2.ed.gov/policy/gen/leg/recovery/rms-web-conferences.html.

 

July 19-21, the Department will convene the 2010 Reading Institute in Anaheim, California (http://www.mikogroup.com/2010readinginstitute/).  And this year, for the first time, the Department of Education is joining with the Department of Health and Human Services to offer an Early Learning and Development Strand at the Institute (http://www.mikogroup.com/2010earlylearningdevelopmentstrand/).  This strand will feature sessions on developmentally appropriate practices in language and literacy for children from birth-to-third-grade and planning and building comprehensive early learning systems and infrastructure.  Federally funded grantees, educators, state and local policymakers, and other stakeholders in early learning are encouraged to attend.  There is no registration fee for the Institute or its specific strands.

 

Meanwhile, two upcoming webinars will provide a foundation for participation in the early learning strand.  First, on June 16 (1:00-2:30 p.m. ET), the Zero to Three National Center for Infants, Toddlers, and Families will host a Pre-Anaheim 2010 Institute webinar on the state of early learning for children from birth-to-third-grade.  Then, on June 29 (1:30-2:30 p.m. ET), the National Institute for Early Education Research and the National Title I Association will host a Pre-Anaheim 2010 Institute webinar on trends in pre-kindergarten and the implications for transition to kindergarten.  Both webinars are available free of charge.  FOR MORE INFORMATION, PLEASE GO TO http://www.mikogroup.com/2010earlylearningdevelopmentstrand/whatsnew.htm.

*If your company did not have such a program in place on March 23, 2010, you may qualify for a grant from the Department of Health and Human Services (HHS) to start one.


Grants are available to employers with less than 100 employees who work 25 hours or more per week.


Funding runs through the government's 2015 fiscal year.

WASHINGTON – U.S. Small Business Administration Administrator Karen Mills today issued the following statement regarding efforts to ensure continued funding for two key provisions first implemented as part of the American Reinvestment and Recovery Act (ARRA) of 2009:

“Two key enhancements to SBA’s loan programs – increased guarantees and reduced fees in our two largest lending programs – have engineered a significant turnaround in SBA lending and been successful in helping jump-start our economy for small businesses. To date, these programs have supported more than $27.5 billion in lending to more than 60,000 small businesses across the country. They have also brought more than 1,300 lenders back to SBA’s loan programs, increasing the points of access for small businesses to get the capital they have needed during these tough economic times.

“Due to the heavy demand from small businesses for available credit, the original $375 million provided under the ARRA for these loans was exhausted in November. Since then, additional funds have been provided for short-term extensions, and those funds, too, have been exhausted.  As a result, today we communicated to our lending partners that we have reactivated the Recovery Loan Queue. The queue is an efficient and transparent way to
ensure that every remaining dollar possible is made available to help small businesses drive economic recovery across the country.

“Small businesses are a key engine for job creation across the country. With that in mind, President Obama has laid out an aggressive agenda for providing small businesses with the tools they need to drive economic growth. A key piece of that agenda is a longer-term extension of these increased guarantees and reduced fees, and we urge Congress to move quickly to continue these critical programs.”

SBA’s ARRA Programs:

As part of the Recovery Act enacted on Feb. 17, 2009, SBA received $730 million to help small businesses, including $375 million to increase the SBA guarantee on 7(a) loans to 90 percent and to reduce borrower fees on most 7(a) and 504 loans.  The funds for these programs were exhausted on Nov. 23, 2009, and an additional $125 million was provided in December. Those funds were exhausted in late February. An additional $60 million was provided to extend the programs through March. SBA was authorized for an additional $40 million in late March, and an additional $80 million was provided in mid-April to support the programs through May 31.

SBA’s 7(a) and 504 ARRA Transition Plan:

SBA has transitioned 7(a) and 504 programs back to their pre-ARRA terms and communicating those plans with its lending partners. As part of this plan, SBA has reactivated its Recovery Loan Queue today.  The queue will operate in the same manner as when originally implemented in November 2009. 

Sometimes previously approved loans are later cancelled or never disbursed for a variety of reasons, and the funds committed to those loans can be applied to applications in the queue. The queue takes this into account and beginning on the transition date will allow eligible small businesses, in consultation with their lenders, to choose to be placed in the queue for possible approval for an ARRA loan if funding once again becomes available. Small business owners and lenders will have transparent access to the queue via www.sba.gov/recoveryq and will be able to remove themselves from the queue at any time to be considered for a non-ARRA SBA loan with all applicable fees and, for 7(a) loans, standard guaranty levels.

The authorization for the 90 percent guarantee on 7(a) loans ends on May 31, but the authorization for fee waivers is in place through September 2010.

Statement by the Press Secretary on the President’s Meeting with the Senate Republican Conference

 

The President had a good exchange with the Senate Republican Conference today about priorities for the balance of the year.

He asked for their cooperation in finishing work on measures to help create jobs and improve our economy, including one to help make loans available to small businesses; in ratifying the START treaty that is central to our long-term security and efforts at nuclear non-proliferation; and in confirming Elena Kagan to the Supreme Court in a timely manner, so she can take her seat when the court reconvenes after summer.

The President also urged the conference to work with him to address two major, unresolved issues: comprehensive immigration reform and energy legislation.

On immigration, the President noted that many in the conference have supported efforts before to fix a broken system and impose accountability at our borders, accountability for employers who undercut the law by hiring undocumented workers; and for the workers themselves, who are here illegally and must take responsibility. And he urged them to work with him across party lines to make progress on this issue.


On energy, the President told the conference that the gulf oil disaster should heighten our sense of urgency to hasten the development of new, clean energy sources that will promote energy independence and good-paying American jobs. And he asked that they work with him on the promising proposals currently before Congress.


Obviously, there were continued differences on some of these issues. But, the President believes that direct dialogue is better than posturing, and he was pleased to have the opportunity to share views with the conference.

He will continue to take every opportunity to work constructively with any member of Congress, of either party, to move America forward.
