Small Business and Credit: How Small Business Uses Bank Credit, Trade Credit or No Credit

WASHINGTON, D.C. – Today the Office of Advocacy released a study examining the type of credit utilized by small business. Bank Credit, Trade
Credit or No Credit: Evidence from the Surveys of Small Business Finances, (http://www.sba.gov/advo/research/rs365tot.pdf) by Rebel A. Cole, compares firms that use credit (leveraged) with those that do not (unleveraged). The study also looks at which kind of credit leveraged firms use–bank credit (loans or lines of credit) trade credit (from suppliers) or both. The study found that the two types of credit (bank credit and trade credit) used by small firms are complements, with many small firms using both types of credit simultaneously. 

“Access to credit is one of the most important issues facing small business today” said Acting Chief Counsel for Advocacy Susan Walthall.  “A study that provides a better understanding of the credit used by small business is invaluable to policymakers, small business and their suppliers.”

The study finds that small firms that use no credit are significantly smaller, more profitable, more liquid, and have better credit quality; yet they hold
fewer tangible assets. The study also finds that those firms that use credit are larger, and the amount of credit used as a percentage of assets is positively related to the firm’s liquidity. In addition, three-fifths of the small firms that use credit use trade credit.

Businesses’ use of credit varies by industry, with firms using no credit found primarily in the service sector or wholesale and retail trade. Bank borrowing and trade credit is found more often in the manufacturing and construction sectors.

The study shows that firms that use trade credit tend to be larger and more liquid, but they also have lower credit scores. Small businesses that use bank credit are larger, younger, and less liquid. Companies that utilize neither bank nor trade credit are significantly smaller, more profitable, more liquid and of better credit quality.

REMARKS BY THE PRESIDENT

ON WALL STREET REFORM

     THE PRESIDENT:  Good morning, everybody.  In a few moments I'll depart for Canada to take part in a summit with the G8 and the G20 nations.  This is the third G20 summit we've held since I was sworn in as President. 

 

     At our first meeting, in London , with the world in the grips of the worst financial crisis of our time, we acted boldly and swiftly to bring our economy back from the brink.  At our second meeting, in Pittsburgh , with our recovery beginning to take hold, we agreed to work to pursue a balanced pattern of global growth, and repair our financial systems.

 

     This weekend in Toronto , I hope we can build on this progress by coordinating our efforts to promote economic growth, to pursue financial reform, and to strengthen the global economy.

 

We need to act in concert for a simple reason:  This crisis proved, and events continue to affirm that our national economies are inextricably linked.  And just as economic turmoil in one place can quickly spread to another, safeguards in each of our nations can help protect all nations.

 

     I'm gratified we've made great progress towards enacting these safeguards here at home.  Because of the incredibly hard work of Chairman Dodd and Chairman Frank, and the strong leadership of Chairwoman Lincoln and Chairman Peterson, and the great efforts of the conferees and members of both parties -- who were up very late last night -- we are poised to pass the toughest financial reform since the ones we created in the aftermath of the Great Depression.  Early this morning, the House and Senate reached an agreement on a set of Wall Street reforms that represents 90 percent of what I proposed when I took up this fight.

            

     Now, let me be clear.  Our economic growth and prosperity depend on a strong, robust financial sector, and I will continue to do what I can to foster and support a dynamic private sector. But we've all seen what happens when there’s inadequate oversight and insufficient transparency on Wall Street.

 

     The reforms making their way through Congress will hold Wall Street accountable so we can help prevent another financial crisis like the one that we’re still recovering from. 

 

     We’ll put in place the toughest consumer financial protections in our history, while creating an independent agency to enforce them.  Through this agency, we’ll combine under one roof the consumer protection functions that currently are divided among half a dozen different agencies.  Now there will be one agency whose sole job will be to look out for you.

 

     Credit card companies will no longer be able to mislead you with pages and pages of fine print.  You will no longer be subject to all kinds of hidden fees and penalties, or the predatory practices of unscrupulous lenders. 

 

     Instead, we’ll make sure that credit card companies and mortgage companies play by the rules.  You’ll be empowered with easy-to-understand forms so you know what you’re agreeing to.  And you’ll have the clear and concise information you need to make financial decisions that are best for you and your family. 

 

     Wall Street reform will also strengthen our economy in a number of other ways.  We’ll make our financial system more transparent by bringing the kinds of complex deals that help trigger this crisis, like trades in a $600 trillion derivatives market, into the light of day.  We’ll enact the Volcker Rule to make sure that banks protected by the safety net of the FDIC can’t engage in risky trades for their own profit.  And we’ll create what’s called a resolution authority to help wind down firms whose collapse would threaten our entire financial system. No longer will be have companies that are “too big to fail”. 

           

     Over the last 17 months, we passed an economic Recovery Act, health insurance reform, education reform, and we are now on the brink of passing Wall Street reform.  And at the G20 summit this weekend, I’ll work with other nations not only to coordinate our financial reform efforts, but to promote global economic growth while ensuring that each nation can pursue a path that is sustainable for its own public finances.

 

     As the main forum for international economic cooperation, the G20 is the right place to discuss such issues.  And over the last few days, I hope we can build on our past progress and strengthen the global economy for a long time to come.

STATEMENT FROM SECRETARY GEITHNER ON FINANCIAL REFORM CONFERENCE

WASHINGTON - The U.S. Department of the Treasury today released the following statement from Secretary Tim Geithner on the conclusion of the House-Senate Conference on the financial reform bill:

 

“We commend Congress and specifically Chairman Dodd, Chairman Frank, Chairwoman Lincoln and Chairman Peterson for completing their work within Conference and bringing us this close to enacting meaningful financial reform.

Today, due to the President’s leadership and Congress’ resolve, the finish line is in sight.

The bill that has emerged from Conference is strong. It represents the most sweeping set of financial reforms since those that followed the Great Depression. It establishes the greatest consumer financial protections in American history. It prevents financial firms from taking risks that will threaten the economy.  And it provides the government with significant new tools to better protect taxpayers from the damage of future financial crises.

We urge Congress to carry the momentum forward and move swiftly towards final passage.

The progress made over the past two weeks is enormously important for the country and provides crucial momentum for global financial reform. As the President travels to Toronto to attend the G-20 Summit, Congress has shown that America is ready to lead by example.

All Americans have a stake in this bill. It will offer families the protections they deserve, help safeguard their financial security and give the businesses of American access to the credit they need to expand and innovate.

This is a good day for them and for the cause of financial reform.”

On April 26, 2010, President Obama issued a Presidential Memorandum establishing an Interagency Task Force to develop proposals and recommendations for increasing the use of small businesses in Federal contracting, including businesses owned by women, minorities, socially and economically disadvantaged individuals, and service-disabled veterans of our Armed Forces.

 

The Small Business Administration (SBA), the Department of Commerce (DOC), and the Office of Management and Budget (OMB), who serve as co-chairs of the Task Force, invite interested parties to offer their views on the challenges small businesses face in pursuing federal contracts and best practices for overcoming these challenges.

 

The  Small Business Federal Contracting Forum will be conducted on June 28, 2010 at 1PM EST to allow interested parties the opportunity to voice comments on these issues. This public meeting will be held in the auditorium of the Department of Commerce, 1401 Constitution Avenue NW, Washington DC 20230.

The public is asked to pre-register by 5PM Eastern time on June 24, 2010. Registration is on a first-come first-serve basis. To pre-register, please send an e-mail to SB_TaskForce_Comment@sba.gov with your name, organization or small business that you represent, along with contact information, any special accommodations that you may require, and the topics that you are interested in. Please put “Registration” in the subject line of the e-mail.  Registration on June 28, 2010 at the meeting location will begin at 12PM EST on June 28, 2010 and the meeting will start at 1PM EST.

Marie Johns Confirmed As SBA Deputy Administrator


WASHINGTONMarie C. Johns, a longtime advocate for small businesses, was confirmed by unanimous consent by the U.S. Senate today as Deputy Administrator of the U.S. Small Business Administration.

 

Johns, who was nominated for the post by President Barack Obama, will be the second-ranking official at SBA, with major responsibility for management, policy development and program supervision.

 

“I’m thrilled to welcome Marie Johns as Deputy Administrator of the SBA,” said SBA Administrator Karen Mills.  “Over the past two decades, Marie has dedicated herself to creating great opportunities for small businesses and the local community in Washington, D.C.  Marie’s strong leadership will help provide small businesses with the guidance, support and tools they need to grow, create jobs and continue to drive economic recovery throughout the country.”

 

“I am grateful to President Obama for his nomination and it is an honor to assume the role of SBA Deputy Administrator,” Johns said.  “I am excited to join Administrator Mills and the entire SBA team to serve the interests of small businesses across this country.  The SBA mission is fundamental to the economic strength of our nation; that is, give small businesses the support they need to grow and create jobs.”

 

Johns is a managing member of L&L Consulting, LLC, an organizational effectiveness and public policy consulting practice.  Previously, she served as President of Verizon Washington.  Under her leadership, Verizon Washington made significant strides in maintaining the company’s financial health during tumultuous times in the telecommunications industry.  Johns retired from Verizon in 2004, after 21 years of service in the telecommunications industry.

 

Johns has a long record of business and civic leadership.  She is the former chair of the D.C. Chamber of Commerce, founder of the Washington, D.C. Technology Council, former chair of Leadership Greater Washington and founding chair of the Howard University Middle School of Mathematics and Science.  While at Verizon Washington, Johns created the Students Educated for Economic Development Success program (SEEDS).  SEEDS prepared over 200 high school dropouts for entry-level positions in the telecommunications industry, many of whom were hired by small local firms.

 

Johns currently chairs the board of the Howard University Middle School of Mathematics and Science and the Council for Court Excellence, and is a member of the board of Girl Scouts USA, the Advisory Board of the DC Department of Youth Rehabilitative Services, and the Women’s Advisory Board of the Girl Scouts of the National Capital area.  She earned her BS and MPA degrees from Indiana University’s School of Public and Environmental Affairs, and was awarded an honorary doctorate of humane letters from Trinity University in Washington, D.C.  Johns has been married for 38 years to Wendell Johns.
