Re:       Update on status of America COMPETES re-authorization and letter to Senate Commerce, Science and Transportation Committee

 

Time is beginning to run short for the Senate to mark up and pass the re-authorization of the America COMPETES Act this year.  After several postponements, we now expect the Senate Commerce, Science and Transportation Committee to mark up the bill on July 15.  We have been told that prospects for bringing the bill to the Senate floor for a vote depend on whether it gets bipartisan support in the Committee.  We have not yet seen the bill language but have been told that it will be a less expensive and narrower bill than the House passed, with a three-year rather than five-year re-authorization. 

 

I understand that you may want to see the bill language before you sign your company or organization on to the attached letter to Senator Rockefeller, Chair, and Senator Hutchison, Ranking Member, of the Senate Commerce, Science and Transportation Committee.  However with the holiday weekend and vacation schedules, I wanted to start getting as many of you on the letter as possible.

Although the Department of Education's funding is primarily devoted to grant actions (almost $100 billion), it has over 4000 employees, and spends over $800 million annually on contracts.

Education News from Washington, DC: Can School Improvement Grants Save the Nation's Lowest-Performing High Schools?

Ann Whalen, special assistant to U.S. Secretary of Education Arne Duncan, will be joining Gov. Wise during the webinar to answer questions from participants on the School Improvement Grants program.


Nationwide, approximately 12 percent of high schools account for more than half of the nation's nearly 1.3 million dropouts. In these schools, less than 60 percent of freshmen will graduate with their peers in four years.


The School Improvement Grants (SIG) program, which was authorized under the No Child Left Behind Act (NCLB), is the federal government’s primary mechanism for turning around the lowest-performing schools. In its blueprint to reauthorize the Elementary and Secondary Education Act (ESEA), currently known as NCLB, the Obama administration intends to target SIG grants to the lowest-performing 5,000 schools, including the 2,000 high schools with graduation rates below 60 percent.


The blueprint would require schools receiving SIG funds to implement one of four turnaround models to support better outcomes for students: (1) transformation, (2) turn around, (3) restart, or (4) school closure. Unfortunately, many of the nation's lowest-performing high schools are unlikely to receive SIG grants after funding from the American Recovery and Reinvestment Act, i.e. the stimulus bill, runs out.

National Prevention, Health Promotion and Public Health Council

The new National Prevention, Health Promotion and Public Health Council, created by the Affordable Care Act, submitted its first status report to Congress Wednesday, June 30, 2010.

Chaired by Surgeon General Regina Benjamin and composed of senior government officials across federal departments and agencies, the Council is charged with elevating and coordinating prevention activities and designing a focused strategy across federal departments to prevent disease and promote the nation’s health. The report submitted today is the Council’s first, and an early step in the Administration’s development of a first-ever National Prevention and Health Promotion strategy. The Strategy’s impact will be significant because it will take a community health approach to prevention and well-being—identifying and prioritizing actions across government and between the public and private sectors. Both the forthcoming Strategy and the ongoing work of the new Council present a historic opportunity to bring prevention and wellness to the forefront of the nation’s efforts to improve the health status of all Americans.

MBDA - Grant Competition Guidelines for Minority Business Centers

In the coming weeks, the Minority Business Development Agency (MBDA) anticipates conducting a national competition for external entities interested in operating a minority business centers, FY 2011-FY 2013.  These centers provide business consulting and technical services to minority business enterprises. The centers are located across the United States.

The webinar, in conjunction with the Coalition of Asian American Business Organizations (CAABO), will provide information to CAABO affiliates and other Asian American business organizations about the current MBDA grant program. The webinar will provide instructions for accessing this and other Federal Funding Opportunity announcements and discuss how to become a strategic partner of MBDA.
