A great teacher will change the course of a student's life.  A great teacher will light a lifelong curiosity within a student – for math, for science, for history and the arts.  A great teacher will engender a sense of self-discipline and self-worth in a student.  A great teacher will change the world.


As we know, talent matters tremendously in the classroom—and that is why recruiting and training a new generation of great teachers is essential to closing the achievement gap. Ambrose Caliver, the first African-American research specialist hired by the U.S. Office of Education, captured that urgency in a single sentence 75 years ago when he wrote: "In the hands of the Negro teachers rests the destiny of the race."


Every day, African-American teachers are doing extraordinary work in helping to close the achievement gap. Yet we also know that children of color have too few teachers of color. Nationwide, more than 35 percent of public school students are black or Hispanic, but less than 15 percent of our teachers are black or Latino. It is especially troubling that less than two percent of our nation's 3.2 million teachers are African-American males. On average, roughly 200,000 new teachers are hired a year in America—and just 4,500 of them are black males. It is not good for any of our country's children that only 1 in 50 teachers is a black man.


In the next few years, though, up to a quarter of the teaching workforce will leave the profession; most are retiring baby boomers.   Later TODAY at 2pm (ET), U.S. Education Secretary Arne Duncan will announce the TEACH Campaign during a special live broadcast on MSNBC called “Education Nation Summit.  There he will deliver a special address, “Teach for Tomorrow: A Reverse Commencement,” which will be broadcast live on MSNBC and streamed online.

 

The TEACH campaign is an initiative designed to raise awareness of the teaching profession and get a new generation of teachers to join the ones who are already making a difference in the classroom. TEACH.gov – a revolutionary new website dedicated to providing information, testimonials, and resources for students and prospective teachers – including a new interactive “path to teaching” tool designed to help individuals chart their course to becoming a teacher will also be launched today.

KEY DATE FOR HEALTH COVERAGE

Private insurance policies must be changed to reflect new requirements under the Patient Protection and Affordable Care Act.

 

The following apply to insurance plan years beginning after today: no discrimination against children with pre-existing conditions, no rescissions (dropping people after they get sick), no lifetime limits on coverage, preventive care with no co-payments, new appeals processes, and more.

 

The IRS has released a draft of Form 8941, Credit for Small Employer Health Insurance Premiums.

  • Total Gross Outlays (spent by recipients):  $86.0 Billion

Recent Major Activities

  • State Fiscal Relief: CMS estimates that $3,615,578,377 in fiscal relief to States has been provided through application of the ARRA FMAP increase when calculating State contributions for prescription drug costs for full-benefit dual eligible individuals enrolled in Medicare Part D by the end of August 2010. This recalculation due to ARRA significantly reduces each State’s monthly State contribution amount.  The additional monthly fiscal relief provided to each State because of this recalculation due to the increase in FMAP provided by ARRA is equal to the difference between: the amount CMS initially would have billed the State based on the pre-ARRA FMAP rate for each State, and the adjusted bill the State receives as a result of the increase in the FMAP rate provided by ARRA. The difference is reported in the “Total Gross Outlays” column consistent with OMB guidance. These reductions in State contributions result in higher net federal outlays under the Part D program. (Sept. 17)
  • Secretary Kathleen Sebelius announced $130.8 million in grants, of which $88.7 million was funded by the Recovery Act, to strengthen and expand the health professions workforce. The Recovery Act grants, administered by the Health Resources and Services Administration, targeted primary care workforce training, oral health workforce training and equipment to enhance training across health professions. (Sept. 17)
  • Assistant Secretary for Health Howard K. Koh announced awards totaling more than $14.2 million in Recovery Act funds to develop, implement, and test strategies to increase the adoption and dissemination of interventions based on patient-centered health research among racial and ethnic minority populations. Grants, awarded by NIH’s National Institute for Minority Health and Health Disparities, went to universities and medical schools in Alabama, Florida, Hawaii, Illinois, Michigan, New Mexico, New York and Puerto Rico. A contract was awarded by the Office of Minority Health to Westat Inc. of Rockville, Md. The awards are part of the $1.1 billion provided by the Recovery Act for patient-centered health research. (Sept. 15)
  • HHS announced $10 million in Recovery Act funds for six communities -- all of which were part of the original 44 Communities Putting Prevention to Work (CPPW) communities funded by the Recovery Act -- to provide mentoring to less experienced communities. (Sept. 14)

President Obama to Deliver Back-to-School Speech September 14

Below is the White House's press release detailing President Obama's second annual Back-to-School address to students across the country.  At 1:00 p.m., EDT, on Tuesday, September 14th, 2010, the President, speaking from Philadelphia's Julia R. Masterman Laboratory and Demonstration School, will outline his thoughts for our students as they embark on a new school year.

UPDATED: President Obama to Deliver Back-to-School Speech September 14

WASHINGTON, D.C. – As students begin their school year, President Barack Obama will deliver his second annual Back-to-School Speech at 1:00 p.m. EDT on Tuesday, September 14 at Julia R. Masterman Laboratory and Demonstration School in Philadelphia, PA, a 2010 National Blue Ribbon School. The President’s Back-to-School Speech is an opportunity to speak directly to students across the country.  Last year, President Obama encouraged students to study hard, stay in school, and take responsibility for their education.

“Every single one of you has something you’re good at. Every single one of you has something to offer. And you have a responsibility to yourself to discover what that is.
