The report shows that "states have tried a variety of approaches to improve health plan coverage and, particularly, to improve health insurance offered by small businesses." Still, health insurance coverage in small companies (fewer than 100 employees) declined between 1998 and 2009. Whether the current federal credit for small employers, which began in 2010, will help remains to be seen.
